Tarter was born in New York City in 1944. She became interested in astronomy at a young age, and she earned a bachelor's degree in astronomy from Cornell University in 1965. She then went on to earn a doctorate in astronomy from the University of California, Berkeley in 1971.

After completing her doctorate, Tarter worked as a research scientist at the National Radio Astronomy Observatory in Green Bank, West Virginia. In 1974, she became the director of the SETI Institute, a non-profit organization dedicated to the search for extraterrestrial intelligence. She served as director of the SETI Institute until 2012, and she is now the institute's emeritus director.

Over the course of her career, Tarter has been involved in a number of SETI projects. She was the principal investigator for the High Resolution Microwave Survey (HRMS),which was a 10-year SETI project that used the Arecibo Observatory in Puerto Rico to search for radio signals from extraterrestrial civilizations. She was also involved in the development of the Allen Telescope Array (ATA),which is a radio telescope array that is being used to search for extraterrestrial intelligence.

Tarter is a strong advocate for the search for extraterrestrial intelligence. She believes that it is important to find out whether or not we are alone in the universe. She also believes that the search for extraterrestrial intelligence can help us to better understand our place in the universe and our own origins.

Tarter's work has helped to raise the profile of SETI. She has been featured in numerous documentaries and articles, and she has given lectures on SETI all over the world. Her work has also inspired a new generation of scientists to pursue the search for extraterrestrial intelligence.
